Window replacement subsidies in 2026: how they work in Pančevo and Belgrade

Subsidies for replacing windows are obtained through a local public call, under set conditions, and by choosing a contractor from the official list. These rules are local to Serbia. This overview, prepared on 4 October 2026, explains the procedure in Pančevo and Belgrade and uses the Pančevo call for 2025 as a concrete example. Its deadlines have passed: the percentages and amounts given here are not a promise of the conditions of the next call. How the programme works

The programme “Clean Energy and Energy Efficiency for Citizens” is run through cooperation between the Ministry of Mining and Energy and local authorities. A call for municipalities and a call for citizens are not the same procedure. For a household, the document that counts is the local call, with its conditions, deadlines, forms, and list of contractors.

  1. The Ministry issues a call for cities and municipalities and signs co-financing contracts.
  2. The city or municipality issues a call for firms (contractors) and publishes the list of selected businesses.
  3. The city or municipality issues a call for citizens. Only then are applications submitted.
  4. After the application come a check and a visit to the building, a decision, and a contract in line with the local call. Start the work only when the contractual conditions for doing so are met.

That is why it matters that you follow the website of your city, or of your city municipality in Belgrade.

Pančevo: what happened on 24 September 2026

On 24 September 2026 the City of Pančevo and the Minister of Mining and Energy handed contracts to the recipients of the subsidies. According to the City’s statement, 210 contracts were awarded this year: 199 to other citizens and 11 to socially vulnerable households. For this purpose the City set aside 33.5 million dinars in 2026. The programme covers window replacement, thermal insulation, heating, and solar panels.

A useful point of reference is the City of Pančevo’s public call for 2025, published on 5 December 2025. The deadlines in that document were:

  • Applications were submitted from 18 December 2025.
  • For the “other citizens” category: until the funds were used up, and no later than 21 January 2026.
  • Applications from socially vulnerable households were accepted until 21 January 2026.

Handing over contracts from the previous round does not mean a new call for applications is open. Check the current status in the announcements of the City of Pančevo, in the energy-efficiency section.

How large the incentives were in the 2025 call

In the Pančevo call for 2025 the share of non-repayable funds was as follows:

  • a single measure (for example windows only): up to 50%;
  • a basic package (at least two measures from windows, façade insulation, and roof insulation): up to 55%;
  • a standard package (the basic package plus heating): up to 60%;
  • an advanced package (the standard package plus solar collectors or panels): up to 65%;
  • socially vulnerable households: up to 90%, for one standalone measure only.

Besides the percentage, there was also a maximum amount for a particular measure. The table shows the cap for windows in the Pančevo call for 2025, not the total value of the package of works:

The incentive is limited both by the percentage and by a maximum in dinars. For example, 50% of 400,000 dinars of eligible costs is 200,000 dinars, but with a cap of 170,000 dinars the incentive cannot exceed that cap. For a new call, check the new tables and rules.

Who qualifies, and what is required for the windows

Conditions from the Pančevo call for 2025, for the category of other citizens:

  • the building was built legally (an occupancy permit, a legalisation decision, or a corresponding extract from the real-estate register);
  • the applicant is the owner, or an occupier registered at the address with the owner’s certified consent;
  • the building is lived in all year round; the electricity bill and a minimum consumption are checked against the text of the call;
  • the complete worn-out windows, with timber or steel profiles, are replaced. Replacing existing PVC windows was not covered by the subsidy;
  • for windows and balcony doors the call set U ≤ 1.3 W/m²K, and for doors to an unheated space U ≤ 1.6 W/m²K, with the exceptions the call specifically allows. Proof is required for the product offered. A Ug figure for the glass is not the same as Uw for the whole window;

Within the measure, the 2025 call also lists related equipment and work, including external sills, window boards, roller shutters, removal, disposal, and finishing around the window. A proforma invoice for the call therefore has to follow its rules. A standard commercial quote for installation does not necessarily include all of those items.

What to check before a proforma invoice and before the work

  1. When the cost is incurred. In the 2025 call, costs before the committee’s first visit were not eligible, nor was a refund of equipment already bought and installed. Before you order, pay a deposit, or start work, check the conditions of the current call and contract.
  2. The contractor’s status. The proforma invoice should be issued by a firm on the current local list, with the documents the call requires. An indicative Danito quote is not, by itself, confirmation that the firm is taking part in a particular call, or that the subsidy will be approved.

Belgrade: the city municipalities issue the calls

To apply in Belgrade, check the announcements of your city municipality and whether it is taking part in the programme. Deadlines, budget, paperwork, and the list of contractors can differ. Pančevo’s conditions should not be applied automatically to New Belgrade, Voždovac, or another municipality.

If you live in another municipality, look on its website for a page on “energy efficiency” or “energy renovation”.

GEFF: a loan with a rebate, instead of a subsidy

GEFF is a different way of financing: an eligible investment is financed by a loan from a partner bank, and the incentive is paid after successful verification. GEFF Serbia states up to 20% of eligible costs, depending on the type of project. On the ProCredit page for windows and doors that was checked, a rebate of 15% is stated. That is not a subsidy you receive automatically by buying any window.

  • For the same project, do not count on combining a state subsidy and a GEFF incentive. ProCredit states a restriction for projects that have already been subsidised or will be subsidised.
  • Before you decide, ask for the bank’s current offer, a check that the product is eligible, and the total cost of the loan including interest and fees. The bank’s page includes examples with different periods of validity. An older example is not proof of the current conditions.

What to prepare now

  • an extract from the real-estate register, or other proof of ownership;
  • proof that the building is legal;
  • a copy of your ID card and the latest electricity bill;
  • the dimensions and photographs of the existing windows;
  • a decision on whether you will apply for a single measure or a package, because packages carry a higher percentage.

Frequently asked questions

Where do I check whether a call is open in Pančevo?

On the official website of the City of Pančevo, in the energy-efficiency section. The 2025 call had a final deadline of 21 January 2026. For a new application, look for a new local call for citizens, not only a news item about contracts being handed over or a Ministry call aimed at municipalities.

How much of a window replacement does the state cover?

It depends on the call in force. The Pančevo call for 2025 provided up to 50% for a single measure, up to 65% for the advanced package, and up to 90% for socially vulnerable households, with separate maximum amounts. Those are historical conditions, not guaranteed amounts for a new application.

Can I get a subsidy to replace old PVC windows?

Under the Pančevo call for 2025, for the category of other citizens, replacing old PVC windows was not covered by the measure. The call covered complete worn-out windows with timber or steel profiles. For a new application, check the rules of the current local call.

Can I replace the windows first and claim the money afterwards?

In the Pančevo call for 2025, a refund of equipment already bought and installed was not eligible. For the next round, check the order of application, visit, contract, and work before you incur a cost.

How do residents of Belgrade apply?

They follow the call of their city municipality, if it is taking part in the programme. In its documents they check the deadlines, the forms, and the list of contractors.

Can I combine a subsidy and a GEFF loan?

Do not count on a double incentive for the same project. ProCredit’s conditions limit the GEFF incentive for projects that have a state subsidy. Before you decide, check the current rules of the bank and of the local call.
